Obverse description The obverse is laid out in a simple letterpress format with a rectangular border of repeated decorative elements. The central text TEN CENTAVOS in large bold type is flanked above by the redemption pledge of the Commonwealth Government of the Philippines and below by the issuing authority MINDANAO EMERGENCY CURRENCY BOARD. Corner numeral 10 appears at all four positions, with ornamental guilloche-style vine motifs along the top edge. A manuscript signature appears at lower left alongside printed signatory names: FLORENTINO SAGUIN as Chairman and F. D. PACANA and BARBASA as Members, with the series designation HH and a serial number at lower right.

Reverse description The reverse is printed in a plain letterpress style within a border composed of repeated decorative scroll and key-fret elements at the corners. The denomination TEN CENTAVOS and numeral 10 appear at the top and bottom edges. The central field carries three lines of italic text affirming that the note is redeemable at face value after the emergency and will not be devalued or discriminated against, followed by a warning that counterfeiting will be severely punished. The issuing authority ISSUED BY THE MINDANAO EMERGENCY CURRENCY BOARD / PHILIPPINES is stated beneath the top denomination line.
