Lin'an — present-day Hangzhou — served as the Southern Song capital after the Jin dynasty's conquest of the north forced the court's retreat in 1127. By the 1260s, the dynasty was under existential pressure from Mongol advances, and monetary policy had deteriorated badly. Lead cash of this period reflect a government scraping for metal: copper was increasingly unavailable or diverted, and lead served as a debased substitute that the population accepted under duress rather than choice.

Hartill 17.900 places this among a narrow class of prefecture-issued rather than centrally minted pieces — a localized emergency measure.
