At the center of the composition, an all-seeing eye radiates downward, surrounded by additional stars scattered across the field between the rings. The border is formed by a continuous chain-link or beaded pattern encircling the entire design. This interlocking rings motif is a hallmark of the Chalmers shilling and is widely regarded as a symbol of unity among the states.
