El Banco de San Luis Potosí operated under the 1897 Ley General de Instituciones de Crédito, which granted concessions to state banks while keeping them nominally subordinate to federal oversight — an arrangement that held until the Revolution systematically dismantled the entire concession banking structure. By 1914, the Constitutionalist forces under Carranza had effectively voided the operating authority of most state banks, making late issues like this one legally precarious at the moment of printing.
