The central text, set in letterpress, states the government's obligation to accept the note as legal tender (moneda corriente) in payment of taxes and contributions, and commits to its exchange at the Tesorería General del Departamento for Banco Nacional notes within six months of the date; the text concludes with the place and date 'Bucaramanga, 1° de Noviembre de 1899' and the title 'El Tesorero General del Departamento', below which appears a manuscript signature. |

The Tesorería General del Departamento de Santander issued this note during the run-up to — or early months of — the Thousand Days War, the catastrophic civil conflict between Liberal and Conservative factions that consumed Colombia from 1899 to 1902. Regional treasuries across Colombia began issuing emergency paper at this point precisely because the central government's financial apparatus was collapsing under wartime pressure.
Santander was a Liberal stronghold and a primary theater of early fighting. Notes from this department in 1899 had an extremely short functional life — the disruption to commerce and banking in the region was severe enough that much circulating paper became worthless well before any formal redemption could occur.
