Local councils across loyalist Spain issued emergency fractional paper when coin shortages became acute, as silver and copper were being hoarded or melted. The Consejo Municipal de Aliaga's 1 peseta falls squarely into this category of wartime municipal necessity. Teruel province saw some of the most violent front-line shifts of the entire war.
