Wilhelmshaven was the German Empire's principal North Sea naval base, and the Magistrat's decision to issue small-denomination notgeld reflects the acute coin shortage that paralyzed retail trade across Germany from 1916 onward. Municipal authorities throughout the country stepped in when the Reichsbank could not supply enough small change, and port and garrison towns like Wilhelmshaven felt the pressure acutely — military payroll demands compounded the civilian shortage.
