Wolfenbüttel's municipal administration issued this 1 Mark Notgeld in 1918 as coins disappeared into hoarding and wartime metal requisitions left small-denomination circulation effectively paralyzed across Germany. Hundreds of towns printed their own emergency paper that year, but municipal issues from smaller Lower Saxon towns like Wolfenbüttel are proportionally scarcer than those from major industrial centers — the print runs were simply smaller, and few recipients kept them once the emergency passed.
The Stadtmagistrat had no printing infrastructure of its own; these were almost certainly contracted to a local commercial printer, which accounts for the variability in paper quality seen across surviving examples.
