Panay's 1899 emergency coinage was produced during the Philippine-American War, when the island's revolutionary government operated independently of both Spanish remnants and American occupying forces. The Filipino republic on Panay had genuine administrative ambitions — issuing its own currency was a deliberate act of fiscal and political self-determination, however short-lived.

KM#156 is one of the rarest of the Philippine revolutionary issues. The Panay series is notoriously difficult to authenticate; contemporary counterfeits and later fabrications exist in numbers that likely exceed genuine survivors.
