Gradski narodni odbor Osijek — the City People's Committee of Osijek — issued food ration coupons denominated in physical quantities rather than currency during the immediate postwar period in Yugoslav Croatia. Denominating in fractions of a kilogram of butter rather than dinars reflects the near-total collapse of consumer supply chains in 1945–46, when fixed-price goods were simply unavailable through normal retail and rationing books were the functional substitute for purchasing power.
Whether this coupon was ever redeemed against actual stocks is another matter entirely — butter shortages in Osijek during that period were chronic.
