Tunisia in 1865 was nominally Ottoman but functionally autonomous under the Husainid beys, and this coin reflects that dual authority — struck under Bey Muhammad III al-Sadiq while acknowledging the Ottoman sultan Abdülaziz. The pairing was political theater as much as monetary policy; the bey controlled taxation and spending while the Porte received nominal deference. That same year, Tunisia was reeling from a devastating plague and famine that had killed tens of thousands, conditions which led directly to the fiscal collapse and ruinous foreign borrowing that would end in the 1869 bankruptcy.
