EuroSouvenir 0 Euro notes are legal tender novelties issued under a scheme licensed by the Banque de France, which allows private entities to commission commemorative notes denominated at zero — technically spendable, practically worthless, and deliberately so. Oberthur Fiduciaire, one of Europe's major security printers, has produced much of the series, bringing genuine anti-counterfeiting infrastructure to what is essentially a collector souvenir.

The Trans-Mongolian subject is an odd fit for a euro-denominated object — the railway runs from Moscow through Ulaanbaatar to Beijing, touching the eurozone nowhere — but geographic incongruity has never constrained the series.
