The Eurosouvenirs programme launched in 2015 under ECB guidelines permitting zero-denomination collector notes that cannot be mistaken for legal tender — a narrow regulatory window that required Oberthur and the other licensed printers to meet full euro security specification standards despite the notes having no monetary function whatsoever. The Parc zoologique de Paris issue was among the first wave of 2016 releases, coinciding with the zoo's reopening after a five-year, €170 million renovation that transformed the site from a deteriorating Cold War-era facility into a biome-structured park.
Oberthur's Rennes plant produces these on the same equipment used for genuine euro notes, which is precisely the point — the security thread, microprinting, and UV features are fully functional.
