The Eurosouvenirs programme launched in 2015 under ECB guidelines permitting zero-denomination collector notes that cannot be mistaken for legal tender — a narrow regulatory window that required Oberthur and the other licensed printers to meet full euro security specification standards despite the notes having no monetary function whatsoever.
