Phlious was a small polis in the northeastern Peloponnese whose history with the Achaean League was complicated — the city had long oscillated between Macedonian influence and Achaean alignment before being firmly absorbed into the League in the late 3rd century BC. By the time this bronze was struck, Phlious had little independent political weight; its coinage within the federal system was one of the more modest civic issues, and the BCD collection held only a handful of attributable examples, reflecting how rarely these surface with clear provenance.

The League's bronze issues were struck municipally but within federally sanctioned parameters, a monetary arrangement that ended abruptly when Rome dissolved the League after the sack of Corinth in 146 BC.
