Tripoli's regency operated under nominal Ottoman suzerainty throughout the 17th century, but the Karamanli dynasty had not yet consolidated power — that wouldn't come until 1711. Coins struck here in Mehmed IV's name reflect a dependency that was more theoretical than administrative, with local beys exercising effective authority over mint production. Mehmed IV himself was preoccupied with the disastrous siege of Vienna in 1683 and, earlier, the Cretan campaigns against Venice, leaving provincial mints like Tripoli largely to their own organizational devices.
The Pere and Artuk references place this firmly within a well-documented Ottoman provincial series, though Tripoli gold from this decade appears with considerably less frequency in auction records than comparable Cairo or Constantinople issues.
