Valens received the eastern half of the empire from his brother Valentinian I in 364, a division made within weeks of Valentinian's own accession — the last time the empire would be split between two emperors who were also siblings. The Nicomedia mint was among the first eastern facilities brought back to full silver production under the new administration, partly to pay the Danubian frontier troops whose loyalty both brothers depended on.
RIC IX 3B places this issue in the opening phase of Valens's reign, before the Gothic pressures that would eventually consume it at Adrianople in 378.
