Karim Khan Zand never took the title of Shah, ruling instead as *Vakil al-Ra'ya* — regent of the people — a calculated gesture of humility that distinguished his regime from the Safavid and Afsharid dynasties he displaced. The Shiraz mint became the political center of his realm, and this small silver denomination circulated during the early consolidation of Zand power, before Karim Khan had fully suppressed rival claimants.
The KM#514.2 distinction from 514.1 is a mint attribution, not a die variety in the decorative sense — Shiraz issues of this type differ from contemporaneous Zand strikes at Isfahan in subtle calligraphic execution.
