The INDVLGENTIA issue of 129–130 commemorates Hadrian's formal remission of outstanding tax debts owed to the Roman fiscus — a sweeping act of financial clemency directed primarily at provincials and documented by Cassius Dio as one of the more calculated gestures of his reign. Records suggest arrears stretching back years were cancelled, and public documents recording the debts were reportedly burned in the Forum of Trajan to prevent future collection attempts.
Hadrian issued similar remission coins at least twice, making it worthwhile to cross-reference RIC II.3 1203 against the broader indulgentia series to confirm the precise emission within the 128–132 consular dating window.
