The INDVLGENTIA issue of 129–130 commemorates Hadrian's formal remission of outstanding tax debts owed to the Roman fiscus — a sweeping act of financial clemency directed primarily at provincials and documented by Cassius Dio as one of the more calculated gestures of his reign.
