Hadrian's third consulship, held from 119 AD onward, anchored the dating of this issue — the COS III designation without tribunician year places it in the 124–125 window during a period when Hadrian was largely absent from Rome, traveling the provinces on the extended imperial tours that defined his reign. The senatorial S C mark reflects the formal fiction that the Senate retained authority over base-metal coinage, a convention the principate had long since hollowed out in practice.
The semis denomination was already in steep decline by this point, effectively abandoned within a generation.
