Peñafiel is a small Castilian municipality in Valladolid province, and by 1938 it sat firmly within Nationalist-held territory. Municipal ration coupons of this kind were issued by local ayuntamientos to manage food distribution as the war disrupted supply chains that the central Burgos administration could not fully control at the local level. The authority to issue such documents came from need, not from any formal monetary mandate.
The dimensions here are striking — essentially a full A4 sheet, unusually large for a ration document. Likely printed as a perforated sheet of individual coupons rather than as a single instrument.
