The "immobilized" issues bearing Louis's name were struck by various episcopal and secular mints across the Rhineland and upper Rhine region long after any king named Louis actually reigned — the name became a frozen convention, a mint's shorthand for legitimacy rather than a declaration of current allegiance. By the twelfth and thirteenth centuries, nobody paying a toll or purchasing grain cared which Louis, if any, the legend invoked.
