Licinius I was not yet Augustus of the East when these London pieces were struck — he had been elevated by Galerius only in 308 at the Congress of Carnuntum, a political settlement that briefly stabilized a collapsing tetrarchic system. London's mint, already winding down its output by this period, was producing for a man who would spend the next decade maneuvering against Constantine before his final defeat at Chrysopolis in 324. The PLN mintmark places this squarely in the mint's late phase before it effectively ceased operations around 325.
