Theodosius I issued the VIRTVS EXERCITI series at Antioch during a period of acute military stress — the aftermath of Adrianople in 378 had left the eastern field army badly depleted, and the emperor was actively recruiting Gothic foederati to fill the gap. The type was propagandistic in a very specific way: projecting military virtue at precisely the moment the Roman army was structurally ceasing to be Roman.
Antioch's mint was one of the most productive in the east during this reign. RIC IX 63c identifies the precise officina and control marks that distinguish this emission from closely related issues struck concurrently at Cyzicus and Constantinople.
