Nicomedia's mint operated under considerable pressure during these years — Theodosius I was managing a fractured empire, and the eastern mints were producing bronze at volume to sustain military pay as Gothic foederati were absorbed in unprecedented numbers following the 382 treaty. Arcadius held the eastern title from 383 but governed in name only until his father's death in January 395, making every coin struck in his name during this window technically a co-regnal issue.
RIC IX 46b is distinguished from the closely related 46a by its mintmark officina letter.
