Theodore II ruled Montferrat as a vassal of the Western Roman Empire while maintaining uneasy ties with Genoa, which cycled through French and Visconti overlordship in precisely these years. The grosso issued under his authority reflects Genoa's fractured governance during this period — the city changed hands between French royal control and local factions repeatedly between 1409 and 1413, making consistent mint administration genuinely difficult. Surviving examples attributable to this short window are correspondingly scarce.
