These bread ration vouchers were issued by the provincial relief committee that administered Allied and neutral food aid through the Comité National de Secours et d'Alimentation, the sprawling Belgian welfare apparatus that kept the occupied population alive after Germany requisitioned local food stocks from 1914 onward. By 1918, distribution had become tightly bureaucratized, with denominations tied to specific commodities and weights — bread most critically. The Buyck Brothers print shop in Ghent produced a range of these local instruments throughout the occupation, working under German-supervised conditions.
