Honorius inherited the Western Empire at ten years old upon Theodosius I's death in 395, and the VIRTVS EXERCITI issues from Cyzicus date to precisely the period when his general Stilicho was consolidating military loyalty against the rival eastern court of Arcadius. The Cyzicus mint — geographically inside eastern territory — continued producing coinage for the western court during these years, a jurisdictional awkwardness that reflects how unsettled the division remained in practice. RIC X 68 is among the earlier emissions of this reign, struck before the political situation hardened into outright hostility between the two halves.
