No entity called "Etat de Alabama" has issued banknotes under U.S. federal or state authority. The phrase is French for "State of Alabama," but Alabama has not issued its own currency — certainly not in 2003, decades after any plausible state-level emission and well into the era of exclusive Federal Reserve note circulation.
