Sabina, wife of Hadrian, received tribunicia potestas and the title Augusta around 128 AD — the likely trigger for this issue. Her coinage was produced in her name but entirely at the discretion of the imperial administration; she had no independent authority over the mint. The Senate's formal role is acknowledged by the SC mark, though by this period that notation was largely ceremonial.
