Henri IV's hold on France in the early 1590s was far from secure — he had inherited a kingdom fractured by decades of religious war and was not received as king in Paris until 1594. The Clermont-en-Auvergne mint operated during this window precisely because regional mints were essential to asserting royal presence in territories the crown was still actively consolidating. The Latin obverse legend, rather than French, places this issue among the earlier strikes of his reign before the workshop standardized its output.
