Jelšingrad was a major metalworking and machinery complex based in Banja Luka, operating as a SOUR — Složena Organizacija Udruženog Rada — under Yugoslavia's self-management system. Worker rest facilities (odmarališta) were a standard benefit of that system, and Tučepi, a coastal town on the Makarska Riviera, was a predictable destination for inland industrial workers.
