Liutolf served as Bishop of Augsburg from 989 to 996, appointed under Otto III at a moment when the Ottonian church-state system placed enormous administrative and fiscal authority in episcopal hands. His coinage right derived directly from royal grant — the Bishopric of Augsburg had held minting privileges since the mid-tenth century, making this denier part of a continuous episcopal series rather than an exceptional issue. The diocese sat on critical trade routes connecting the Alpine passes to the northern German markets, giving Augsburg's coinage genuine commercial reach beyond its immediate territory.
