Adalrich II held the see of Basel from 1025 until his death in 1040, appointed under the direct patronage of Conrad II — the first Salian emperor — whose aggressive policy of installing loyal ecclesiastics across the Reich gave Rhenish bishops both political authority and, critically, the minting rights that produced issues like this one. Episcopal coinage from Basel in this period derives from an imperial grant, not local tradition, and the Bishopric's mint operated under close imperial supervision throughout the early Salian decades.
