Trajan's alimenta program, referenced in the reverse type, was a state welfare scheme funding the upbringing of poor children across Italian towns — financed through low-interest loans to landowners, with their estates held as collateral. Pliny the Younger, writing around this same period, credited Trajan with enrolling several thousand children into the program in a single address to the Senate. Whether the coin was struck to celebrate a specific expansion of the alimenta or simply to advertise the policy broadly is unresolved, but the ALIM ITAL legend makes the fiscal intent unusually explicit for imperial coinage.
