Hadrian's early coinage after consolidating power saw a deliberate program of personified virtue types — Salus among them — designed to distance his administration from the militarism of Trajan's final campaigns. The COS III dating places this firmly in 119–121, before Hadrian's extended tour of the provinces began reshaping his public image abroad. Salus as a theme was politically useful: Rome had just weathered a contested succession and a costly Jewish revolt suppression, and projecting health and stability of the state was not incidental.
