Hadrian's CLEMENTIA coinage of 129–130 belongs to a broader programmatic series issued after his return to Rome following his second great tour of the eastern provinces. The personification was not idle flattery — Hadrian had recently demonstrated conspicuous clemency toward several senators implicated in the conspiracy allegations surrounding his accession in 117, a politically loaded act that his supporters were keen to memorialize in metal.
