Thierbach's grocery operated in New York during the acute small-change shortage that followed the federal government's suspension of specie payments in late 1861. Hoarding of silver and even copper coinage left retailers unable to make change, and by 1863 an estimated 25 million privately issued tokens were circulating in the Northeast alone. Merchants like Thierbach essentially printed their own money — legally tolerated until Congress banned the practice in April 1864.
