Banca Agricolă S.A. was one of Romania's largest state-controlled commercial banks through the 1990s, carrying a substantial inherited portfolio of bad agricultural loans from the communist-era cooperative system. By 1998, the bank was effectively insolvent — a fact the government was slow to acknowledge. It was eventually restructured and absorbed into Raiffeisen Bank România in 2002 after a costly state bailout that drew criticism from the IMF.
These instruments date from the period when the bank was still operating under the fiction of solvency.
