This as belongs to the coinage struck under Titus, not Domitian — RIC II.1 #319 places it in the reign of Titus (79–81 AD), with Domitian named in his capacity as Caesar. The Vesta types of this period reflect active imperial investment in the cult following the eruption of Vesuvius in 79 AD, an event Romans interpreted in part as divine displeasure requiring propitiation. The Temple of Vesta in the Forum had burned and been restored multiple times; religious reassurance was deliberate policy, not decoration.
