The Koinon of Cyprus — the island's federal assembly of cities — held the rare privilege of issuing bronze coinage in the emperor's name under Roman provincial administration. Cyprus had been a senatorial province since 22 BC, governed by a proconsul, and the Koinon functioned as both a religious and civic body whose coin issues were tied directly to the imperial cult.
