Bagis was a small Lydian city whose civic coinage under Gallienus frequently advertised Homonoia — formal interstate concord — with neighboring communities. The pairing with Temenothyrae recorded in this coin's legend reflects a documented alliance between the two cities, likely reinforced during the administrative turbulence of Gallienus's sole reign, when the eastern provinces were simultaneously managing the aftermath of Valerian's capture by Shapur I in 260 and the breakaway Palmyrene sphere of influence pressing westward. Provincial civic minting in the Sardis conventus continued independently of those crises, but the Homonoia types from this period carry an unmistakable political urgency.
