The legend names the Roman proconsul Lucius Mindius Balbus and the city of Nicaea, recording the civic magistrate responsible for the issue. The wreath is rendered with carefully engraved leaves and berries in the hammered provincial manner. The inscription reads Λ ΜΙΝΔΙΟΣ ΒΑΛΒΟΣ ΑΝΘΥΠΑΤΟΣ / ΝΕΙΚΑΙΑ across multiple lines within the wreath. This reverse type, common to Bithynian civic bronze issues, emphasises civic pride and the authority of the local Roman administrator. |

Lucius Mindius Balbus served as proconsul of Bithynia-Pontus under Claudius, and his name appearing prominently on this issue reflects the Roman provincial practice of magistrates essentially sponsoring civic coinage — a form of public munificence that blurred the line between personal prestige and imperial administration. Nicaea was by this period in fierce civic rivalry with Nicomedia over which city held primacy in the province, and the production of large, heavy bronzes was partly an assertion of that status.
