Ephesus held the title of neokoros — temple warden of the imperial cult — twice by the Severan period, a status aggressively lobbied for and bitterly contested among the great cities of Asia Minor. The designation ΔΙϹ ΝΕΟΚΟΡΩΝ on this piece reflects that dual wardenship, which Ephesus used as a trump card in the constant civic rivalry with Smyrna and Pergamon over precedence and honorific rank.
Septimius Severus cultivated the eastern provinces carefully after defeating his rival Pescennius Niger, whose base of support had been concentrated precisely in this region.
