Laodicea ad Lycum was destroyed by earthquake in 60 AD and famously refused imperial aid for reconstruction, funding the rebuilding entirely from its own civic treasury — a pointed display of wealth that the city's elite continued to advertise through prestigious bronze issues well into Domitian's reign. The magistrate name preserved in this legend, Dioskourides, places him among the civic officials who managed this coinage under the conventus system, Cibyra being the administrative center through which Roman judicial authority filtered into the region.

The ΕΠΙΝΕΙΚΙΟϹ epithet on the temple inscription refers to a victorious or triumphal cult title, likely tied to Domitian's Germanic campaigns of the 80s AD.
