Heraclea Pontica's civic bronze coinage under Gallienus's sole reign — following the capture of Valerian I by Shapur I in 260 AD — reflects a province making its own arrangements during one of the empire's most fractured decades. The mint continued issuing under its own civic authority through the chaos of the so-called Crisis of the Third Century, when central imperial control over provincial bronze effectively collapsed and cities filled the void themselves.
The ΝΕΩΚΟΡ title in the legend indicates the city held the honorific status of temple warden — an imperial cult privilege conferred by Rome, retained here even as Rome's grip on its eastern periphery was slipping badly.
