Nicomedia had been the administrative capital of Bithynia since the Hellenistic period, and its civic coinage under Claudius reflects the province's eagerness to advertise its Roman connections. The proconsul named in the legend, Lucius Mindius Pollio, is otherwise barely attested in the historical record — this coin is among the primary evidence that he held the office at all. Provincial bronzes of this type frequently serve modern historians as the only surviving documentation of a governor's tenure.
