Cibyra was a Phrygian city with an unusual claim: ancient sources, including Strabo, noted its population spoke four languages simultaneously — Greek, Pisidian, Lydian, and Solymian. The magistrate named in this inscription, Claudius Biantus, held the office of archiereus — high priest of the imperial cult — a civic role that in provincial Asia Minor carried enormous local prestige and typically required the officeholder to fund public spectacles and sacrifices personally. Such liturgical spending often bankrupted families within a generation.
