The Koinon of Bithynia was a provincial league whose coinage served the imperial cult directly — these bronzes were struck not by individual cities but by the collective, functioning as instruments of loyalist politics as much as exchange. Trajan's Dacian and Parthian campaigns drew heavily on Bithynian resources and manpower, and the province's enthusiastic minting in his name reflects a relationship that was, by the standards of the eastern provinces, unusually close.
Pliny the Younger governed Bithynia-Pontus under special appointment from Trajan around 110 AD, his letters to the emperor surviving as one of the most detailed administrative records of any Roman province in this period.
